WordPress uses the php-gettext library by Danilo Šegan to handle retrieval of translated messages. Recently, WordPress user and contributor Nico Kaiser made some performance enhancements to php-gettext that dramatically decrease page load times. These enhancements are included in php-gettext 1.0.3. 1.0.3 is already in the WordPress repository and will ship with WP 1.5.1. Thanks Nico.
